Looks to me like multiple lifesavers as opposed to marshmallows. And maybe a Nilla Wafer at the imf?
 
Is the middle thing (LM555CN) a switch to turn it off/on?

And also, how can you tell if its a blinking circuit as opposed to a *stay on* circuit?

It's a common 555 timer. The resistor capacitor combination determines the duration of the blinking.

And Melrose, I would definitely be open to the idea of it causing that. I don't have any resistance when it comes to sweets.

Inductance would lead one to believe so, eh? Still, it's shocking you'd see it fit to probe my current consumption of sweets.
