The monetary value is there, take him to small claims court if she herself witnessed it or a creditable witness. Small claims court cases are small, fast and you can usually also sue for court costs as part of the win.

He did not pay her back, and she was mad as hell! She even attempted to throw a cocktail drink at him after she realized what he had done to her phone. She caused a big scene!
