This has been discussed since ... well June 8th and before.

Over the air downloads of already purchased apps will carry a second charge. I'm sure this is not news (at least not news as of June 12th).

That is not true. That was a rumor of the iPhone 3.0 OS software, which turned out to be a bug in the software itself. You can re-download apps as many times over the air or on your computer as many times as you want without any additional cost.
