Why does iOS 11.3 require a wi-fi network to download? What do people do with only 4g lte at home?

You can use another device as a hotspot - I believe that will trick the iPhone into thinking it's using an actual Wi-Fi network. You can even use another iPhone, Apple device, computer (assuming you can bridge it from ethernet mode), or other smartphone.

Update via iTunes on a PC or Mac is another option, assuming one is available.
 
I also find this stupid. My mom has only one device - iPhone 6S and she is on t-mobile unlimited network. It is frustrating that I have to use my phone as a hotspot in order to update iOS on her phone.

Apple should offer an option to on and off to allow updates on the LTE connection
 
This restriction is outdated and needs to go. They even allow iCloud Photo Library updates over cellular now. You can take a 500MB video and let it upload happily. But a 500MB update? Noo!
 
The other side of it - if you didn't have unlimited and used all your monthly allocation and then got a huge bill. Also a lot of cellular connections are pretty slow and people would probably try and do the download, etc while driving in a car and lose connections etc.and get corrupt data.
Should there be a solution - yes but just allowing update via cellular would probably please lawyers who would file suits like crazy when people screwed things up or used all monthly allocation.

Hasn't that been the case pretty much with any iOS update (at last for quite a while)?

Some carriers offer data caps, often enabled by default.

Android has permitted updates over LTE/3G data since the dawn of time.
 
Outdated? It's a 2.1GB download. The average person doesn't share your bountiful data allotment.

This. Here in Canada, the average GB per months people have are 4-5GBs... Personally I have a 7GB plan per month and its considered a "big" data plan here so the restriction is useful for most people, plus, 95% of people who have smartphones also have an home internet connection with a wi-fi router. Even if I had unlimited LTE data, I couldn't live without a home internet connection.

I think a key difference is that a 500 MB video upload would be sporadic, whereas thousands of customers could realistically all try to download the same update over a short span of time. Cell networks use shared bandwidth, so it's sensible to try to lessen the load.
 
I don’t mind it. If you could download the update OTA imagine the variables of if you lost reception for a sec.

That OTA update could Brick your device and if your out and about when that happens. That can be problematic.

It's likely that update won't actually start to install as it wouldn't pass verification that typically happens before the install process.

Make it default off and to turn it on do an Agree or password/confirm like turning off “Find My...”
That should take care of the lawsuits.
There are options.
It should have been fixed....
