Why does iOS 11.3 require a wi-fi network to download? What do people do with only 4g lte at home?
You can use another device as a hotspot - I believe that will trick the iPhone into thinking it's using an actual Wi-Fi network. You can even use another iPhone, Apple device, computer (assuming you can bridge it from ethernet mode), or other smartphone.

The other side of it - if you didn't have unlimited and used all your monthly allocation and then got a huge bill. Also a lot of cellular connections are pretty slow and people would probably try and do the download, etc while driving in a car and lose connections etc.and get corrupt data.
Should there be a solution - yes but just allowing update via cellular would probably please lawyers who would file suits like crazy when people screwed things up or used all monthly allocation.
I agree it's an outdated restriction... Frustrating when I have a 40GB limit and in public locations LTE often faster than wifi
Outdated? It's a 2.1GB download. The average person doesn't share your bountiful data allotment.
I think a key difference is that a 500 MB video upload would be sporadic, whereas thousands of customers could realistically all try to download the same update over a short span of time. Cell networks use shared bandwidth, so it's sensible to try to lessen the load.This restriction is outdated and needs to go. They even allow iCloud Photo Library updates over cellular now. You can take a 500MB video and let it upload happily. But a 500MB update? Noo!
It's likely that update won't actually start to install as it wouldn't pass verification that typically happens before the install process.I don’t mind it. If you could download the update OTA imagine the variables of if you lost reception for a sec.
That OTA update could Brick your device and if your out and about when that happens. That can be problematic.
