I have been having a lot of problems with Spotlight search on my iPhone and iPad lately...i will enter a word and it doesn't even seem to try to find anything....I thought it would might be fixed with 9.3, but wasn't...Before, i did a reset of the settings and that didn't help. I also wiped out everything and then did a restore from backup which helped for awhile, but now it is doing the same thing...it doesn't always come up with nothing though...sometimes it works like it is supposed to. any suggestions on how to fix it?

Everything is turned on

Hmm. That's a rather trivial scenario.

Usually it takes a while for iOS to index everything after an update or restore, but this issue has been going on for a long time, correct?

I have the same problem on my iPhone 6 with both the previous regular update 9.2.* and under the 9.3 betas. But it hasn't affected my iPad Air 2 at all, and it has made the exact same software journey.

Have had to use siris open-feature, drag out all frequently used apps from within folders, or seaarch in app store and use open. Irritating, but not so much that I tried to restore or start from scratch.

I just checked the settings on the iPad. All apps were on there, so I tried the same on the phone, where 40 percent had been turned off. After turning all apps back, spotlight search on the iPhone started working again...

Same issue for me, sometimes Spotlight will return nothing. Turning on/off individual app searching doesn't seem to help. Try again a few moments later, and all is well. Very frustrating, particularly when I'm just searching for an app to launch, not the contents within an app.

Sure there is but the general public is not privy to it . I've seen the issue myself. Nothing we can do to change it.
I have the same issue on my IPhone 6. My iPad air runs great. Spotlight comes and goes, mostly goes (blank!).

No solution out there worked for me.

I had some success for a little while when I unchecked some of 'groups' in my contacts and then checked them again. however, it only lasted for a few hours...

Had this with my 6. I'm convinced it is related to available memory (or lack thereof). What helped is turning off every option your not using. Restart. See if it works. If not, start turning more off. When I moved to 6s with double RAM, I've not seen the issue again.
