I have a late 2013 imac that is now too slow for me. I intend to buy a new machine but would prefer to wait until the ARM imacs are introduced. So for now I am thinking to buy an external SSD for use for the 2013 imac on the basis that I can also use it on the apple silicon machines whenever they come in. In particular I'm looking at a Plugable Thunderbolt 3 NVMe External SSD.

I know this is overkill for the 2013 imac, but I'm prepared to make the investment now if I can use it also in future. My question is: will the Plugable SSD work at all (ie, with a Thunderbolt 2/Thunderbolt 3 adaptor)? I don't want to be left with a brick.

Any other suggestions on how to approach this issue?

I can't answer for the plugable drive, but this I can say:
The Samsung X5 tbolt3 drive WILL NOT WORK using the tbolt2-to-tbolt3 adapter, because the adapter doesn't pass through "bus power" and the X5 won't run without it.

I DON'T KNOW if the plugable drive requires bus power as well.
You had better contact them to find out BEFORE you buy one, or you could be "left with a brick".

Really... if you want "more speed" without spending a lot of money... buy an external USB3 drive and be done with it.
