I connected two late 2016 MacBook Pro 13" machines via a 40gbs Belkin thunderbolt wire but am only getting a 20/gbs x 2 readout in my system info screen. why aren't the machines connected at 40gbs?

If it's the touch bar version the ports on the right side are only half speed, so connect them both via the left side.
 
Your system report shows a device connected to a 20Gbps port and no device connected to the 40Gbps port. Just switch the cable to the other port.
 
confused... this is the 13" Mac Pro 2016 non touch bard. both ports are supposed to be 40 gb, no?
 
The reading varies based on what peripherals you attach. 20Gbps 2x is good in this use case.
