Will a Thunderbolt USB-C cable both charge the new iPads and support video out?

I'd like a 6 foot cable but most high speed USB-C 3.1 cables stop at 3 feet.
This Plugable cable sounds good if Thunderbolt USB-C will work.

Detailed reviews by Nathan K and Benson Leung showed that most of the highly rated cheap brands had all sorts of defects affecting speed, max power transfer, etc.

The ideal cable would be decent length, fully support all new iPad features and be able to power 2018 13" MacBook Pro's.. a multi-use cable.

Someone found this Tiegem cable in another thread. Specs and price look too good to be true.

This Belkin USB-IF Certified is rated well and priced decent and there's a newer version that supports up to 100 watt but may be overkill and twice the price.

Passive cable will work, since it's both USB-C and Thunderbolt 3 signal. (They are typically limited around 20Gbps for longer cable)

Active cable will NOT work with USB-C on the other hand.
