Time Capsule for iPhone ( And iPad and Mac of course )

Instead of forcing user into using iCloud. You can now get Automatic Backup whenever you are in your WiFi Network.

I think one reason Apple discontinued the Airport and Time Capsule was the cost of maintaining an separate OS. Airport and Time Capsule were running on NetBSD.

Now that macOS runs on ARM, and with the macOS Server Package, Apple releasing a Time Capsule for iPhone would just be a cut down version of macOS with some customisation, and an A12 SoC. This will ensure privacy, especially in countries where there aren't laws to protect you from government request of your data.
 
They have moved AppleTV to smart TV’s. That eliminates the need for iOS in that instance, because no more need for the AppleTV. iPads are as powerful as laptops now. Take a page from the nVidia Shield and include discreet graphics processors and an iPad will do everything a laptop will do. If I have an iPad (for “big screen” stuff) and an Apple Watch for “phone” stuff, why do I need an iPhone for anything? What problem is it solving anymore? I can pay with my watch, CarKeys will be available on my watch...
If it is economy of Operating Systems that is driving Apple, they should get rid of iPhones and make: The watch, the iPad, and desktops. All three should use the same OS base. The desktop should include the ability to backup the watch and the iPad (it can right now) and that leaves time machine on the desktop to backup to something remotely.
The capability is already there.
“Oh, but you don’t understand, the iPhone is Apples big seller...”

Until more people realize they benefit from having their phone on their wrist. I’ve left my phone at home since iOS 13 was installed on it. I only have it as a damned over expensive way to manage my watch, which it doesn’t seem is necessary anymore. It’s relegated to my car at this point for CarPlay.

If they move CarPlay and Health to my iPad I’ll no longer need an iPhone for anything.

“But what about a camera?”
I have an Olympus tough I carry with me. It’s a camera that is actually designed to be a camera. It does a great job. I sync it with my iPad at night.
 
What I want is to be able to connect my external drive to my iPad Pro and do a full backup of my iPad. I would also like to be able to connect my iPhone to my iPad and backup the iPhone, instead of having to rely on using a Mac for any backups other than iCloud. I want my backup to be portable.
 
Probably not for the masses. I trust Apple with my data and so do most others. I don’t even backup to Time Machine anymore. iCloud Drive, Photos, and Apple Music have eliminated the need for me to have a full backup.

The only thing really missing for me is backing up Mac settings to iCloud.

I don’t think it’s going to happen but it would be nice to have a direct local backup path that’s not another computer anymore.

But Apple is keen on growing services bigger hence the focus is iCloud.
