ivde a macbook pro and macbook air on my home network. is it possible to install osx server on my pro and use an external hdd plugged in via usb to back them both up manually?

You shouldn't need Server for this. Just share the attached drive on one system and it will be visible on the other and can be used for a TimeMachine backup on both.

You basically need the drive connected all the time, and a desktop computer (such as a mini -- but no display/keyboard/mouse needed) really does a better job at this, or a NAS device or TimeCapsule.

I have the same scenario. My solution was to use a Time Capsule - Apple router with Hard disk built in.
Time machine backs up all my laptops totally transparent.

In your scenario with a laptop attached HDD, if that laptop is off or is traveling - no backup !!
No a good scenario.
