Grrr!! Time Machine is doing full backups (the whole 2.2TB) each time it backs up, not the usual smaller increments.

I had Backup Loupe installed, and thought that might have been the issue, but have completely removed it, and the problem persists.
I've noticed that the full backups occur after a I do a shutdown. If I leave the machine on for a few days (I usually restart every 14 to 21 days as a matter of routine) then the hourly or daily increments kick in (it can miss a day or two sometimes, and I just manually click on it to backup from the TM menu which seems to fix it for a day or two. But as soon as I do a shutdown and then restart, TM wants to do a full backup. I've actually only just started doing shutdowns at night because it's hard to regulate the temp in my office without leaving windows open at night - security, heat and power issues.
I trashed my old TM backups folder, and have turned off TM, removed the backup link, then chosen my TM drive, hoping that this would trigger some good behaviour, but alas no.
