Any idea why the hidden file ".com.apple.timemachine.supported" was created in my user Public folder? I'm sure it's harmless, but why would a file associated with an app that backs up sensitive data be in the Public folder of my user account? (I don't use Time Machine at the moment by the way.)

It just simply means any folder with that file in can be supported by Time Machine (that folder is able to be backed up with TM if necessary). You'll see that file floating around in most of your folders.
