You should not need to delete any of TM files or folders. TM does the housekeeping itsellf.
Plus, these files are all ACL-protected.

Don't delete any TM files via the Finder! Depending upon the file you can end up with links that point to a missing file which can cause all sorts of problems.
If you need to delete a file delete it from within Time Machine.
I've given your solution in another thread.
STOP USING time machine, and START using either CarbonCopyCloner or SuperDuper.
Do this, and your problems will be solved.
you can use Time Machine, but I found Carbon Copy Cloner more reliable and less troublesome. The choice is yours. CCC makes a bootable HDD of your system if say your hard drive fails for whatever reason.
