Can I perform a time machine backup of my mbp running snow leopard and then restore it on my retina mbp running ML? Will this transfer my apps, such as office, lotus notes, parallels, etc?

Yes, just start Migration Assistant on the rMBP and point it to the Time Machine backup. It will move everything over to the new machine.
