CCC should have been his FIRST "backup strategy".
Here is but one more post showing why Time Machine is of little use for many users, and in some cases is downright dangerous.
It gives the "sensation" of being "backed up", and then -- in a moment of great need -- leaves the end user "hanging".
TM is "phoney-baloney" backup.
If you want REAL backup, use either CarbonCopyCloner or SuperDuper. Either will create a fully-bootable backup in POFF (plain ol' Finder format). Just boot from the backup and either restore the entire drive or a single file.
