time machine backing up 300% of what is on the ssd......time machine is an empty 1Tb seagate external drive running sierra from external 256 ssd...????????
 
Time machine's space may exceed your main drive space because it snapshots your drive at different times, and compresses it. This, over a long period of time, inevitably consumes up to the full storage of the drive dedicated to time machine. When the full storage of the drive using time machine is used, the oldest historical backups are deleted.

Working as intended.
