Time running fast (iOS 9 bug?)

Since upgrading to iOS 9, I started having a problem where the time on my iPhone 5s with AT&T was running about 13 seconds fast. I ended up restoring the phone and that fixed the time for awhile, but it started running fast again.

I upgraded to an iPhone 6s Plus and initially it's time was correct as well, but a day later it was running 2 seconds fast. I did a restore on that and it fixed the time, but I'm assuming the time will start running fast again.

My iPad Air 2 has the correct time as compared with time.gov and it's running iOS 9.0.1, the same as the iPhones.

I've asked a few people on another forum and I've gotten responses that many of them are having the same problem with their iPhones and it's not all with AT&T. I've gotten reports of people with Verizon also having the problem.

Is anyone elses iPhone running fast in iOS 9.0.1? If so, which carrier do you use?

My iPad was just over two minutes fast until I restored it. It had been fast throughout the beta period but I didn't notice until someone pointed it out and I looked. I was either looking at my iPad or another source but rarely both at the same time.

I was talking to someone in my office and mentioned this problem to him. He checked his iPhone 5s and sure enough it was running about 90 seconds fast. He is on AT&T, same as me. My 6s Plus currently has the correct time since I restored it yesterday, but I've found it takes a day or two for the time to start getting out of sync.

It'll be annoying to have to restore the phone every week or so to get the time to be correct.
