is there any way of doing that ?

the server has backup on it's own, but in case it goes down i would like a backup (daily) to copy and update all files that changed to a folder shared on Windows 7.

can i assign secondary timemachine volume on a network folder ?
how can i do that ? a script or another SW ?

you need to learn a bit..

you will need

a/ a script to check that primary timemachine target is acessible
b/ to learn about sparse files for time machine backup onto windows shares
c/ realise that the 1st backup onto the windows volume will be a complete one...

you might be better off looking at alternatives to time machine, like rsync for example, which you could setup to "backup" to two locations...
