if i set up clients to back up onto a server drive, and that server itself has its own time timemachine running onto an external drive....won't that create a huge backlog of backup versions?

No, but you should consider "TimeMachineEditor" software to do backups once daily in the evening. No need to have hourly unless of course you require hourly.
