TinyURL-like service with kana/kanji support?

A bit of an odd request...

I'm trying to post a link to a Japanese page on a phpBB-based forum, but the URL contains katakana and kanji and phpBB doesn't seem to be able to cope with that. Instead, I tried to use TinyURL, but it doesn't seem to like it either, as I get a 404 when trying to follow the resulting links.

Is anyone aware of a service similar to TinyURL that can handle kana and kanji?

Thanks, bit.ly can do it

縮.jp, while it does work, just takes me back to square one since I'm just stuck with a shorter URL containing kanji
