title safe option in photoshop

is there a title safe option in photoshop elements 3? if so i do i do it?
(its for a full screen graphic for TV)

edit i'm an idiot; i could just import it to final cut pro

Elements 3? Look for layer styles under the window menu. There should be some glow presets in there.

I dont know if they have it in elements, but in PS in the new document dialog box you can select a preset with video format which includes title save area guides.

If you have FCP, then you probably have LiveType or Motion, you can make titles with a glow in there as well.
