Hi everyone ;)

Does anyone know if with the new lOS 13 with USB C one can copy the photos and videos from the ipad Pro to an external hard drive ?

Do you mean one can see the photos and the videos in the Photo app when one connect the Ipad and the external drive ?
However in the Files app of the Ipad Photos is not visible…
 
Yes, you can see the photos and videos in the photo app. Just have both photo app and files app in split screen mode.

Another example of coping photo was I had google photos opened in another window and transferred over all my photos from there to the photos app which was a few 1000 photos.

The photo app does not appear in the Files app. iTunes purchases also cannot be transferred on an iPad to the file app. However, you can transfer files in the files app to an external hard drive. Same works I imagine if you did the same with Google drive or One drive.

As for size limits for file transfer I would just google that as wouldn't know of top of why head.
 
The File app is a separate to photos.
Plug in your external drive and you’ll see it as a location in Files.
from Photos select the photos you want to move/copy, then select Files, then a folder in Files, or create a folder.
when done, open files, then you can just move the folder or photos to your external drive which is in locations.
i use a sandisc sdd drive which is super fast and regularly move photos to and from it.

I might add that I have a Synology disc station on my home network...this is a whopping 15TB . When I’m at home, it also appears in Files/Locations, which makes it super easy to back up from anything...Photos, external ssd drive etc.

I’ll add that with the Synology DS ...I can access it from anywhere if I have an internet connection. So I can access anything on the DS. All my music for example.
