I don't know if this is known yet.....I know the iPad will have assisted GPS...but will a Tom Tom GPS app work for this? or any sort of GPS app?

The iPhone 3G and 3GS also use assisted GPS. So as far as that goes it should work just fine. No telling how un-modified iPhone apps will look on the big screen though.

I am now imagining a 9.5 inch navigation screen..... now that's a big screen for a GPS navigation! Maybe Tom-Tom and other GPS companies will modify there versions, specifically for the iPad. Makes you wonder about all the possibilities.
I think that's a "given" as they are already developer members which means they have the iPad SDK right now (free developer accounts can't just yet). I wouldn't be surprised if "big" apps like these aren't ready at release date on the app store.
I agree, I think most developers need more than 2 months to fully develop apps specifically for the iPad.
Most likely by iphone OS 4.0.....we will see a huge change in the app store and all the apps!
