Tons of Invisible "Start Page" Windows in Safari

Really weird bug, glitch, or something. Has anyone seen this?

These windows aren't normal windows. They don't appear in Mission Control. When I select it in the menu, it pops up with an animation like new windows sometimes do. With the menu already halfway filled with assorted windowing options, these extra Start Page windows are adding even more clutter and the only way to get rid of them is select them, then close the window that appears. And then they come back soon after

If you hold the option key while you quit Safari, it will close all windows so they won't reopen next time you launch it.

Thanks friend, but that's not really the issue. These windows pop up (but only in the window menu) randomly as I use safari throughout the day
