I've been having a world of hurt with my iCloud signin so I got the NOT so brilliant to get another iCloud sign-in. In doing so, a window popped up about backups. That "drilled" on and on and I finally canceled it.

So now I'm logged on to my new iCloud account and ALL my desktop notes, etc have vanished. I did see a note that my backups were on other devices that I have. So I checked my iPad and there is nearly 5gb of stuff there.

Is there any way to transfer that backup (different icloud account) to my MBA? For the moment, I can't sign into the icloud account that my iPad uses. According to Apple, I'm on a 24 hour hold and tomorrow morning I may be able to sign back into that account. If so, hoping my backups reappear.
 
What you described is not related to iCloud backups, it is related to iCloud Drive for Desktop and Documents.

You have a couple options.
A: AirDrop the files from your iPad to the MacBook Air
B: Wait and sign into iCloud on the MacBook Air in System Preferences
C: Wait and sign into iCloud.com on the MacBook Air and download from iCloud Drive
 
Overreaction on my part. I was able to assess ALL my desktop folders with the Time Machine and also Finder/iCloud. BIG sigh of relief!!!
