It appears all of a sudden, while my phone is charging, the touchID is no longer working and i have to type in my passcode to unlock the phone. Is this a known issue? I feel like this just started to happen and has never happened before.

No need to bother as many user facing the same issue and According to josiedoesit touchIDs are not working while plugged in is that there is an interference between the finger sensor and your finger. This interference is caused by the electric field generated by the charging solenoids (conductive lines) which route from the port to the phone battery.

so is there a fix or ?
 
Only a design fix could solve this problem I think. Nothing much we can do from our end.

Could I say this is what they deserve when designing a thinner device?
Wouldn't that assume that all similar devices are affected by this?
 
I would assume all similar devices are affected by this design flaw.
I would think there would be far more threads and posts about that from different people if that was the case.

I don't think it's an inherent design flaw, if it were we would all be affected by it. I'm not, mines fine (iPhone 7 Plus) and there would surely be a lot more noise on the issue on the forums if it were widespread.

There's obviously something wrong, but right now I couldn't say what. Out of curiosity though, when charging the device and this problem occurs, is it using the official charger?

There is also the possibility of coincidence. iOS now asks for your passcode at various intervals to verify ownership of the device, odd but it's there. I've had it several times on both my iPhones and my iPads, charging or not. From time to time they will ask me to input my passcode in order to unlock the device and re-enable Touch ID.
 
Are you using an aftermarket cable or charging adapter? Try using the Lightning cable and adapter that came with the phone.

Sometimes, if not using the original USB adaptor and cable, I get Touch ID and screen touch weirdness while plugged in. Not unique to iPhone 7. Happened on a 6 for me as well.

Usually it happens when plugged into a hotel USB port or a car USB port, even using Apple cables.

I've had no problems with Touch ID on my 7+.
 
Have this issue on my 7, it was plugged in and on 100% charged. Tried re adding all my fingerprints, restarted my phone, then found out as soon as I unplugged my phone it worked no issue straight away!
Edit: Also, taking my case off fixed the issue straight away, an Apple Silicone case
