The critical point here. This is NOT transferring contacts from an old phone to a new phone. I need to transfer all the contacts on a work phone to my personal phone. Both have been existing in parallel. Search for help on this is frustrating because all the tutorials I find automatically assume it's from an old to new phone. The phone accounts (Apple ID, iCloud, etc. are independent for each phone). I have all the login info for both phones. Airdrop only does one at a time and I need to do many. Help, please.

Are the contacts synced with separate iCloud accounts? If so disconnect iCloud from the old iPhone but choose to keep contacts on the device. Then connect to the iCloud account used by the new iPhone to the old iPhone. It should sync the contacts.

Are the contacts synced with some other service? Such as Outlook.com, Google, Yahoo, &c. You'll need to check that services options for exporting contacts. Most likely via web browser on a computer. Then import them into iCloud through your computer.

If the contacts are simply stored on the old iPhone and not synced anywhere. If you connect to your new iPhone iCloud account. It should sync the contacts.
 
To transfer all the contacts on a work phone to your personal phone, maybe you can try Google account or phone transfer software. About the details, we can search online. Just have a try and choose the one you like better.
