BLUF - is there a way to transfer all data to a new phone except pictures?

I just upgraded my sister-in-law from the SE to the SE2020 via the phone-to-phone transfer method (her iCloud is a disaster, don't get me started...). I wanted to transfer everything except her pictures so that she wouldn't have over half her space taken up right at the start of using a new phone. I couldn't find a way to do that beyond doing the transfer and then physically deleting all the pics after the transfer (which is a waste of both time and effort, as you can probably assume)

Now, both my in-laws are about to go through the same upgrade and for that I'll have to talk them through it on Facetime instead of doing it myself. I know I'm going hit a wall with the deleting of pictures thing if that's the only way to do it. My father in law's iCloud is actually in fine shape so I'll probably just have him set up from there but my mother-in-law has some crazy error in her's where it completely fills all the iCloud space no matter the setting (You will be seeing another post about this some time soon...) so I'll have to do the phone-to-phone transfer for hers.

So my main question I guess is, is there a way to do the side by side transfer but select only some of the items to transfer over like Apps, Contacts, Messages?
 
Curious, is there a way to do an iCloud backup, WITHOUT the photos?
Then, do a restore to the new device, and it would not have the photos.

Alternatively, the first option you suggested might have to be the path to take...

Yea, you can turn photos off in the iCloud menu, which they are off for both of them. That's why I shouldn't have an issue with my FIL. It's the MIL that is going to be a problem. With her iCloud being full (50GB), she probably hasn't had an up to date iCloud back up in a couple months so I'm going to have to trouble shoot THAT problem first before doing an upgrade.

I really need to get on that troubleshooting post... lol

Hmm, you could check her iCloud for OLD backups. Delete those, and it might give you space to thus do a current backup...
