each of my school aged kids (9 and 11) has an ipad that is under my apple id. I want to get them their own child apple ID. If I do this does it white the iPad. Can I transfer game progress/application data to their apple id?

I believe they’ll start fresh. Apple IDs are not desultory be shared. Every user should have their own.
If you sync via iTunes I also would have a dedicated account on the computer for each user.

Take a look at Family Sharing in Settings. Supposedly it allow you to share purchases. Don't know what will happen with application data.
 
Best I can suggest is create their AppleID, setup family sharing on your account and add their account as a share.

Log the iPad out of your account and into theirs, dont erase your iPad.

Shareable apps should continue to be available to them with data. Any unshareable apps and games may be lost but that would be the case any way.
