I just got a new 2012 Mac Mini and I a trying to set it up. I have had my iPhoto'09 library on an external HD for use with my 2.2 ghz 2007 mbp.

What is the easiest/most efficient/most stable way to transfer these photos to my new min with iPhoto'11?

Just copy the iPhoto library from the Pictures folder on your current machine to the Pictures folder in your account on the new one.

Are you planning to use Migration Assistant to move all of your data from one machine to the other?

There isn't anything you need to do beyond moving the library, iPhoto will upgrade the database automatically the first time you open it.
