iPhone 8/Plus Transfer mobile contacts from i pad to new i phone

Got to get this correct before giving up my main mobile number when I phone 8 is recycled.
I have a sim in my i pad 10.5
When I get I phone xs delivered from 21wst Sept -no idea when t.b.h
Can I transfer my mobile contacts from i pad pro to i phone xS -if so how do I transfer or could I be better doing i tunes backup from 8 and restore from laptop to xS -does it matter if it's another model of mobile or would xS have to be upgraded to ios 12 1st.
Was not sure to ask via i phone or i pad threads

The easiest and painless way to do it is turn on iCloud and sync contacts to it. When you get the new phone, turn on iCloud on it and turn on contacts, everything will sync.

Thanks so it doesn't matter that I wont have i phone 8 at xS arrival.
And what I mean to ask is can I do a full icloud backup from 8 and restore my apps from this backup to xS if that makes sense.

Yes, you can restore the backup from the 8 to the Xs, there should be no problems with that. The only thing is the Xs has to be on the same iOS or higher than the 8 was.
