Transfer songs from computer?

Quick question I cannot seem to figure out... how to get my MP3s from my laptop to my iPhone? It's not letting me drag-and-drop like it used to? I am using Apple Music but some songs aren't available on it and I'd like to be able to listen to them. Thank you.

Using Apple Music all tracks must be synced through iCML.

If you just cut on Apple Music (and iCML) you will have to wait until all you current music library is matched and uploaded.

Cut? So if I want to upload....X by Y. I would take that song and drag/drop to my iCloud music library that shows all the songs and then that song will show up on my phone, right?

You have to add tracks to your iTunes' Library and then it will Match/upload to iCML.
