Getting a 7 soon
Can I back up my se’s apps to iTunes then transfer to the 7 so I don’t have to re install them ?
 
No. As part of the setup process All apps will get downloaded again but the app data can be backed up.

If you don't want the apps on your old phone to get installed on the new phone, don't set up the new phone from a backup. Set it up as new. You won't get your old photos though either
 
You can make an iCloud backup on the SE, which backs up apps and app data. If you use iCloud photos, photos are backed up separately as part of iCloud photo library. iCloud backup also backs up your contacts, messages, and your home screen arrangement.

.ipa files are removed from a backup since iOS 9, both iCloud and iTunes. In all cases apps are installed from the AppStore, and data is restored from the backup.
