trigger from web page

Is it possible for a trigger to come from somewhere other than time or another HomeKit device? I would like to have a trigger come from (for example) a weather app, so the trigger would happen when rain is forcast in the next hour. Or from an e-mail from a specific person... Is there anything out there that can integrate apps with triggers?
