I'm running the latest System software.
I noticed that nearly all of my contacts were triplicated. (But not all: I don't know why)
I ran 'find duplicates'. And then Merge.
After that, nearly of my contacts were duplicated.
I went to the iCloud preference pane, and unchecked contacts.
Duplicates disappeared, but also so did recent entries.
re-checked contacts, and duplicates and recent entries re-appeared.

Contacts are fine on my other machines, and iPhone/ipad.

So, can I safely delete the contacts that are left after I have unchecked contacts in iCloud, and then just go ahead and recheck iCloud? would that fix it, or am I risking losing contacts?

Yeah... it sounds like you have contacts stored locally and also in iCloud. Just to be safe command-a to select all the contacts, then go to the File menu and export the contacts to a vcard file as a backup, then delete as you described.
