Trouble making folders on iPad

Just got my iPad today, cannot for the life of me figure out how to make folders to organize my apps. I have held an app till they all shake, but when I try to drop one app onto another to make a folder, all I can get it to do is move the app. I have an iPhone 4 and have made folders in the past with not problem, but my iPad has me stumped.
What am I missing?

Your missing os 4.2 which is not released

That feature is not available currently for the iPad

You need to wait until iOS 4.2 is released in November. That functionality will come with that update.

It should be out in another month or so. The file setup I have on my phone is currently the most needed feature coming to my ipad. I hate flipping through 8 or 9 pages and I don't use the search much.
