Trouble transferring my music collection from Mac to iphone

I have a Macbook Pro with a lot of music that I either uploaded from CDs or have purchased/uploaded off of websites over the years. While I can still access all of this music on my Mac, I am not able to move it over to my iphone 11. I have an Apple Music account but have tried to sync from Music manually to no avail. Most of my music on my phone now has a cloud with a down arrow so that I can download it or it has a cloud with an exclamation point. I want my entire library transferred. If I have to cancel my Apple Music account to do this, I will. Struggling and could use some advice. Thank you.

what version of MacOS are you running?
You could use at third party app like Cloudbeats for your other music.
