macOS Trouble with Apple's Download Submission site

I'm trying to submit a new version of a widget I developed, but after filling out the necessary info, Apple's site keeps timing out (in both Safari and Firefox).

Anyone else having this problem? How can I tell if my form is going through?

Yes me too. In fact I can't even log in, I get this error msg: (I blocked out identifying info with #s)
