Ever since I’ve updated to iOS 14 Siri cannot seem to find music on my iPhone. If I use hey Siri to play Rush Moving Pictures I get the response sorry can not find on Apple Music. I’m not a subscriber but it’s on phones music library. Any ideas what’s going on?

It's supposed to work even without a subscription per this support article:

"If you don't have an Apple Music membership, then you can ask Siri to play music from your music library, including your iTunes purchases."

Does Siri work for non-music functions you've tried?

My problem with Siri is he won't clean my house when I ask him to, but that's another matter.

Siri works well for text, call's and etc. Just will not play music from my phone’s library. I really wouldn’t want Siri to clean my house. Probably would sweep all the dust into the shape of an Apple and charge me a fee for the premium shape.

Are you connected to a different device with Siri? Having an Apple Watch, iPhone, iPad, Mac, and AirPods (Wow!) I find myself confused sometimes as to where Siri is sending my requests, and run into issues where something isn't available on the device my AirPods think I am talking to. I don't have a solution for you, just a potential help in defining the problem..

Saw the title of this thread and thought, “sounds about right.”
Seriously though, I’ve pondered your issue and found a toggle for music in settings>Siri & Search>Music. Maybe it will be as simple as that.
