My mom has switched to her iPad full time but after upgrading her to the new iPad and restoring from backup it didn't import the pictures synced from her photos on her old computer. This makes sense of course, however, is there a way to sync the photos and somehow backup the pictures that are synced? I was thinking of downloading the new iPhoto app and see if that will backup everything. Does anyone know of a way to make this possible?

Nope, photostream will only backup those pictures imported from or in the camera roll. iPhoto for iOS isn't great either as it doesn't sync to the desktop client. If you want a truly PC free setup, you're best to import all your photos from the iPad camera kit into your camera roll and that'll sync it up to iCloud and to any other devices.

Personally Dropbox is a great way of getting all your photos up to the cloud and share with your family.
Photostream is ok if everyone in your family has the same account so that the photos are dropped into their devices.

Yes, definitely. Dropbox is definitely the best option for multi-users as long as you have enough space on your free account.
