Trustet devices

So I am trying to add iPad and iPhone as my trusted devices. But when i Try to do it, the code does not arrive in devices. The Find my iPhone hasn't even asked permission to send push notifications, so how could the code arrive?

SMS verification I have successfully enabled.

Is find my iPhone switched on? If you have that off, it won't work

Yes, it is. And now trusted devices work normally But some strange happened, iPad requested me first to open lock, and then showed me the code, but iPhone showed the code directly in the lockscreen! Isn't that unsafe actually?
