Other Trying the IUP (iPhone Upgrade Program) Errors Verifying Carrier

Anyone else getting an error when trying to get signed up early for the IUP? I'm trying to verify with Verizon that I have an account and getting a "can't connect to carrier" error. Anyone else confirm issues?

I got the error the first time i tried it. Tried it again seconds later and it went right through. I assumed, since I did it way before I got the email that was the issue.
