Right now my phone is using OS 3.0, NOT 3.0.1. Anyways, I was wondering if I restore my phone, will I be able to restore it back to 3.0?

How do I capture my ECID and IBEC/IBSS files? Is it too late to do that?
 
This depends entirely on what version of the iPhone you have. If you have a 3G, you can still perform a restore to 3.0.1 and you can capture your iBSS and iBEC in the process.

If you have a 3GS, it's too late for you to do either. Be careful under no circumstances to restore your iPhone (it will be restored with 3.1). You can still jailbreak using redsn0w, and then record your ECID hash on Saurik's servers from within Cydia.

I have the 3GS, so am I screwed? My OS 3.0 was jailbroken using purplera1n, also apparently I'm not offered to record my ECID Hash on Saurik's server. It was only available to 1500 people I guess.
