OK so here is what is going on with my phone
I had my phone jailbroken on 3.1.2, it crashed and I had to restore to stock 3.1.3 firmware.
I had my ECID on file with Cydia, but it was for 3.1.2
I have tried to re-jailbreak and NOTHING IS WORKING!
iTunes won't let me restore to 3.1.2 and I can't jailbreak to 3.1.3 because my ECID on cydia is for 3.1.2
This is really frustrating, please if anyone has a solution, let me know

If you have your 3.1.2 SHSH's, you need to modify your host's file.
 
I have actually tried several ways to do it, but have not been successful. I have owned this 3gs and the original iPhone and jail-broken them both and several friends iPhones so I know how everything is done. The issue is that im currently on 3.1.3 and the ECID on file is for 3.1.2 or maybe even 3.1.1, so going through the normal process of downgrading is not working. I will try that link to see if I can get it to work

You can't jailbreak 3.1.3. It is not possible to jailbreak a phone on 3.1.2. If you have your SHSH on file as you claim, you should be able to edit your hosts file to point gs.apple.com to Saurik's server and then downgrade to 3.1.2. That is your only hope for a jailbreak.

Incidentally, 3.1.1 was never released for the 3GS; it was iPT3-only. If you're trying to downgrade to 3.1.1 then that might have something to do with your problem.

This isn't the "issue"; this is exactly what you want. The ECID needs to be on file for the firmware version you're trying to restore to; your current firmware version is irrelevant.
 
I am having the same issue. I have changed my hosts file and I have tried to downgrade to 3.1.2 and error 1015 pops up.

This is expected behavior when downgrading. You will need to run the restore process again. You will get the same error message, but this time it actually will have finished the downgrade; it will just be stuck in recovery mode. Run redsn0w to jailbreak it and you will be golden. To summarize, the procedure for downgrading is:

1) Shift-restore to your desired firmware. You will get an error 1015.
2) Shift-restore again to your desired firmware. You will again get an error 1015.
3) Use redsn0w or blackra1n to jailbreak and get you out of your recovery loop. If you are familiar with iRecovery, you can use that to kick you out of DFU if you don't wish to jailbreak.
