I had upgraded to Mojave awhile back and my computer was sooooooo slow so i decided to do a clean install. It took a long time but i backed up everything and was ready to make the USB boot install (which i thought was the best and possibly only way to do it.) When i went to format the USB drive however, the only option was APFS, not MacOS Extended (Journaled). is it ok to us APFS for the USB drive? If not, how can i format it with MacOS Extended (Journaled)? (my computer is running Mojave right now.)

Strictly speaking, thats now the 'old' way of doing it.
You can reboot your machine holding down Opt+Command+R, and it will boot to recovery mode. Just format your drive in disk utility and then reinstall macOS Mojave.

These are your full options:
Immediately as your Mac restarts, do one of the following:

  • Install the latest version of macOS from the Internet: Press and hold Option-Command-R until a spinning globe appears, then release the keys.

    This option installs the latest version of macOS that is compatible with your computer.

  • Reinstall your computer’s original version of macOS from the Internet: Press and hold Shift-Option-Command-R until a spinning globe appears, then release the keys.

    This option reinstalls the most recent version of macOS that came with your computer, including any available updates to that version.

  • Reinstall macOS from the built-in recovery disk on your computer: Press and hold Command-R until the Utilities window appears.

    This option reinstalls the version of macOS stored on your computer’s built-in recovery disk, including any updates that you installed.

Ok thank you for the info....I ended up reformatting the USB with my old old MacBook Pro ....another question (which I might put in a different post.) Shiuld I restore the photos app photos with the copy I had backed up or should I just sign in with my iCloud abound and have it repopulate the photos?

If you're using iCloud Photos, best thing to do it's to let it sync and re-populate. If you have a local backup of your photos library (originals on your Mac, not proxies), you can restore that as well. Photos is smart enough to check whether it needs to download originals again.
