Is there some where I can permanently save my photos on my iphone that isn't on another device? And if so how because I have run out of storage space on my iphone?

If you have a Dropbox account, you can upload them to that.
You can connect the iPhone to a Windows computer via cable and view the Camera Roll as a Drive. Copy the contents to computer. (I don't know how Mac handles this.)
