Just installed public beta 3 of ios10 on my iPhone 6s, one question I have is this, i don't want to set up a password on my iPhone or use the Touch ID either, I always left my phone without a password and I really don't want to be forced to use Touch ID now or set up a password with iOS 10, is there a setting somewhere in iOS 10 to disable it?

You can turn off your passcode in Settings.

But instead of the the swipe to unlock it now says press home button to unlock once I disabled that feature, correct? Rather annoying to have to press the home button every single time rather than swipe to unlock

One of the many "enhancements" I didn't care for. I also can't stand how pressing an alert does nothing. It took me a week to figure out I had to hard press it. Not something I want to do at 5 in the morning when the alarm goes off.

But you can't swipe to unlock before pressing a button...

For me, this returned unlocking the phone to how I was used to it (where basically I just press home for about a quarter or half second and it unlocks and shows last screen I was on.

Doesn't really seem like this addresses or deals with what the OP brings up:
