How do I turn this off so that when I click the browser or window tab it won't change the size. It's so sensitive and bothering me? It keeps shrinking my window size when I am just trying to click on a tab.

I suppose you mean the zoom behaviour. You can disable it in System Preferences under Dock, I believe. There is a checkbox for the double-click behaviour.
