I followed the instructions here:

iPhone says "uploading 1,269 items". The number never changes. No pictures are appearing in iCloud.

I am connected to Wi-Fi and to power. Model is iPhone 6S and is updated to the latest iOS.

I searched for solutions to this problem and so far I've tried (with no success):
  • Restarting the iPhone
  • Making sure the Photos app is open
  • Turning off iCloud Photo Library and then on again
  • Connecting to a different Wi-Fi network
  • Waiting a few hours
  • Checking iCloud free space (all 5GB are available--it is empty)
The number (1,269 items) does not change. Also, the "pause uploading" feature described in the Apple support article is not present.

Any other ideas?

Just let it go over night. Upload speed is always slow. If you have a video that's a few hundred Mb or the like it can take a while to upload. Slow-mo videos are also really large files.
 
Hey, I'm having the same exact problem with my dad's phone, did you manage to find a way to upload them after all?
