Turning off iTunes encryption w/o the device

I need to turn off the encryption for iTunes to run a recovery program. Is there a way to do that without the device being connected?

I assume you mean the backup encryption? If yes, that is not possible, since the setting is stored on the device (which does the actual encryption when making a backup).
